José Padilla, Sr. was Governor of Bulacan from 1928 to 1931 and again from 1934 to 1937. He also served as Representative of the 1st district of Bulacan from 1919–1928.
He has many children who became famous in the field of showbussiness, politics, sports and others. Among them, actors Jose (Pempe) Padilla, Jr. and Carlos Padilla, Sr., film director Consuelo Padilla-Osorio, diplomat and actor Amado Cortez, and Casimiro (Roy) Padilla, Sr., former Governor of Camarines Norte.
